UCL Mullard Space Science Laboratory (MSSL) Pump House Upgrade
Fowler Martin was appointed as Principal Designer for a programme of electrical improvement works at the Mullard Space Science Laboratory (MSSL) Pump House. The works included a roof replacement, electrical infrastructure upgrades and improvements to external and internal facilities, delivered within a live and operational research campus environment.
The project involved the refurbishment of the existing pump house, including roof replacement, distribution board upgrades, new lighting installations and additional power provision both internally and within the external pool area. Alongside the design and construction works, the project required robust management of health and safety risks in accordance with CDM 2015 Regulations.
Acting as Principal Designer, Fowler Martin coordinated health and safety considerations throughout the design and construction phases. Our role included preparing and maintaining the Design Risk Register, compiling Pre-Construction Information, reviewing Construction Phase Plans and RAMS, undertaking site inspections, producing regular Principal Designer reports and providing ongoing CDM advice to the client and project team. We remained closely integrated with all stakeholders through regular meetings and site visits, ensuring health and safety remained a key focus throughout the project lifecycle.
The project presented a number of significant challenges that required careful management. Works were undertaken adjacent to live HV and LV electrical supplies, alongside an operational road network and within areas affected by fragile roofing materials and scattered debris. Additional risks were associated with working at height, adverse weather conditions, slippery surfaces around the pool area and woodland setting, and the need to maintain safe working practices during the COVID-19 pandemic.
A proactive risk management approach was embedded from the earliest project stages, ensuring hazards were identified and effectively managed before work commenced on site. Through detailed site assessments, contractor reviews and ongoing monitoring, Fowler Martin helped create a safer working environment and supported efficient project delivery. Clear communication, collaborative working and continual review of safety measures ensured compliance with both client requirements and CDM regulations throughout the programme.
The project was successfully delivered with health and safety considerations fully integrated into both the design and construction process. Fowler Martin provided the client with comprehensive CDM support, helping manage complex site risks while maintaining compliance and promoting safe working practices across the project. The result was a successfully completed refurbishment programme delivered within a controlled and well-managed safety framework.
